As clients wants to standardize all regional workflow and minimize no of workflows to avoid operational overhead,
Q: Will using Power Automate parent and child flows good option? There is FAQ for child flow Frequently asked questions about Power Automate licensing - Power Platform | Microsoft Learn and it looks needs premium license. Any other option would be recommend for this requirement.
The client definitely not to buy 3000 users’ Power Automate premium license.
Requirement 2 Query:
Q: What is suitable Power Automate design that is generic and scalable as number of countries might increases?

Hello,
As someone specifically who did this for Microsoft for decades for thousands of customers/isvs/partners etc, I would really recommend you sit down with the Account Manager and have them get a resource to help figure this out. Do they have a field/cat/account rep anything? With the size it sounds like they must have some contact related to at least licensing, who will be more than happy to bring someone in.
There is a lot of information about what the Flows will do that matters.
Technically if all the flows were "triggered" for instance that's a much different license model than if they are specifically activated by a user.
Triggered: New record is created in SharePoint
Triggered by User: Calculate the ROI and return it to the user in real-time
I really would hate to you base your answer off this forum.

The client does have Microsoft AE and is managing this account. They can help with the licensing aspect.
They do not have any partner yet who can help in designing this technical requirement.
They need to talk to their AE then.
They will absolutely bring someone in to talk to them. I'm not saying they will build it, but they will help. I did it thousands of times in these situations over the years for the product team.

We are excited to announce the Summer of Solutions Challenge! This challenge is kicking off on Monday, June 17th and will run for (4) weeks. The challenge is open to all Power Platform (Power Apps, Power Automate, Copilot Studio & Power Pages) community members. We invite you to participate in a quest to provide solutions to as many questions as you can. Answers can be provided in all the communities. Entry Period: This Challenge will consist of four weekly Entry Periods as follows (each an “Entry Period”) - 12:00 a.m. PT on June 17, 2024 – 11:59 p.m. PT on June 23, 2024 - 12:00 a.m. PT on June 24, 2024 – 11:59 p.m. PT on June 30, 2024 - 12:00 a.m. PT on July 1, 2024 – 11:59 p.m. PT on July 7, 2024 - 12:00 a.m. PT on July 8, 2024 – 11:59 p.m. PT on July 14, 2024 Entries will be eligible for the Entry Period in which they are received and will not carryover to subsequent weekly entry periods. You must enter into each weekly Entry Period separately. How to Enter: We invite you to participate in a quest to provide "Accepted Solutions" to as many questions as you can. Answers can be provided in all the communities. Users must provide a solution which can be an “Accepted Solution” in the Forums in all of the communities and there are no limits to the number of “Accepted Solutions” that a member can provide for entries in this challenge, but each entry must be substantially unique and different.
