Here is the concept:
I have a Sharepoint Document Library where I have multiple folders. I am sharing those folders with my customers. (external users).
Each folder is named by the customer company and has multiple sub-folders & files inside.
I use a flow when a file is created to call SharePoint API to retrieve the email addresses of that folder, I parse the JSON, I filter and append for PrincipalType 1 & 8 and finally, I compose and send an email.
This flow worked successfully until Aug. 2023.
Since then, the flow sometimes runs successfully and sometimes fails. I haven't been able to pinpoint why it fails.

Looking at your data, I do see at least one blank where the email should be for a user with a PrincipalType of 1. Since the data is anonymized, I don't really have a good way to identify this line to you ... uhhh.. it's just beneath "Id": 1073741823. I wonder if this guy is the pattern in your fails -- I would check his Azure account.
I think this is a data problem, not a flow problem.

So, it's saying that there is no data to iterate through - that the payload is coming back null. No "To" means no email. Based on what you've said in your email, though, it sounds like you are confident that there should be emails coming back and data to iterate through.
What I'd like to see is the output from the SharePoint HTTP you mention where you get the emails from the folder(s). Both the configuration of it, and, an anonymized raw output of it.

I'd say the easiest way is to go into an example of a Flow Run (one where it didn't send an email), click to expand the SharePoint HTTP, click on "Click to download" under "Outputs", Ctrl + A, Ctrl + C, come b ack here, Ctrl + P, and then just scour it for anything you wouldn't want us to see - organization name, maybe an email address.

Upon some more research, I found out that the outputs of the first two filters for the PrincipalType 1 & 8 return with an empty body as seen below.
On some other runs, the flow is able to filter the PrincipalType properly as seen below.
I can't figure out why sometimes the filter works and sometimes it doesn't.
Here is how I am filtering the PrincipalType 1 on both above scenarios.
