I need to send an email notification to a non-Office 365 email account. I have tried both the Outlook Send Email, as well as a the generic Mail actions. No go.

First, make sure that you are using the Send an Email V2 that is under Office 365 Outlook, and not Outlook.com. To send it from Outlook.com you would indeed need an Outlook.com account to setup the connector.
Second, make sure that you are using Exchange Online in your Office 365 tenant and not Exchange servers on-premises. Send an email will only work with Exchange Online. If your tenant turns it off then external mail can't be sent.
If you have checked both of those then it will work. The email address won't be recognized by the suggestion dropdown, but it won't generate an error and it does send the mail. Take a look at the screenshot below. You can see that the lookup against Azure AD in the tenant doesn't resolve the address, but it doesn't throw an error and does send the mail.

The Send an email (V2) Office 365 Outlook action does accept non-365 email addresses. I figured this out a while back, and did not update my thread.
I just did this in my system using Send an Email V2 and it worked fine. Just type in the email address you want to send to in the To line. It doesn't matter whether its an Office 365 tenant email or an external email.

The email address does not matter with the email type. Did you have any problem when sending the email? Is the email format wrong? If more than one recipient is separated by a semicolon ";".
If the email succeeds but the recipient doesn't receive it, check to see if it's in the Junk Email.

I still need to verify this. Have had other priorities. I received a Flow error on this. Similar to ones received when there are the unexplained gateway errors... Generally a connector issue from past experience, but I'm not sure. I'll get to it soon, and report.
I am using Send as Mail (V2) and the To: field doesn't take any external email addresses like abc@somebody.net; ? How come? It seems to me that the field wants to resolve against any AAD tenant?

I just tested again, and it indeed can send to a non-Office 365 account. You do have to switch from the email lookup to the dynamic content input to get it to accept the email address, but if you check the two screenshots below you will see that my test worked this morning.
@martinav yes it does, I regularly have emails from the Send an email (V2) going to one of my non-Office 365 email accounts. It's always worked fine.

How can you do this action of - switch from email lookup to the dynamic content input
Take a look at the screenshot in my earlier post. It shows the double arrow icon to click on to switch from one input to the other.
I just wanted to post that I was having issues with the BCC field, if you don't put ";" after every email address e.g. "me@email.com; me2@email.com; me3@email.com;" it never sends the emails (plus no error either) I did not have the ";" on the end and I got no emails 😞
If you don't separate the emails with a semicolon it still sends the emails. The error would show up in the email system because the addresses are invalid. But there is no report back to Power Automate that the email addresses don't exist. So no error in Power Automate.
@HelpMe you can use the send an email notification (v3) action which sends the email from Microsoft. But with this action you there is a limit of 100 emails in every rolling 24 hour period.
