Update List with Flow

I have a 'ComplianceList'. The list has member's names and the location (Park) where they each work in a column titled 'Title' (in alpha letter alpha code format). Each location may appear one of more items on the list. Each location must show "Compliant" or "Noncompliant" in the 'ComplianceStatus' column of the List.

I have a 'ParkComplianceList'. Each location from the 'ComplianceList' appears ONLY once on the 'ParkComplianceList'.

Each location must show "Compliant" or "Noncompliant" on the 'ParkComplianceList' based on the agragate findings of the flow when it queries the ComplianceStatus column for each location in the 'ComplianceList'.

If any of the member's at a give location show "Noncompliant" on any of their items on the 'ComplianceStatus' list the flow defaults the 'ComplianceStatus' content of that location on the 'ParkComplianceList' ComplianceStatus column to "Noncompliant" else "Compliant".

It would also be great if I could minimize the resource drain and amount of time it take the flow to runs if I can add to the flow a query of one or both lists that first asks (yes, there are matching columns for each of these on boths lists).

Is the Location an ECLocation (column name 'ECLocation')?

     Return only "Yes" answers.

Is the member on the Emergency team (column name 'ECTeamMember')?

     Return only "Yes" answers.

Is the member an Active Team Member (column name 'ActiveTeamMembert')

     Return only "Yes" answers.

I tried this following; it didn't work quite right. Can someone provide guidance on what I should edit?

Couple of things.

Here where you setting the varParkName?

Next are all these conditions together as Yes to evaluate or any one the value can be Yes. Then you should use OR operator?

Regarding the park name variable, I guess I never do set that variable. I created the initialize with the assumption I would need it.

I do need to narrow the ComplianceList query wherever I can.

Out of all the member on the compliance list only query those where - 

The Location is and EC Location (or ECLocation) = 'Yes'

The Member is an Emergency Member (or ECMember) = 'Yes'

The Member ECMember is also and Active Member (or ActiveECMembert) = 'Yes'

If any Acitve ECMember at the3 ECLocation has a item in their portfolio that is showing "Noncompliant" in the ComplianceStatus column of the 'ComplianceList' then the location on the 'ParkComplianceList' must show "Noncompliant" else (if all of the members at an ECLocation show "Compliant" for all items in the 'ComplianceStatus' list then the location on the 'ParkComplianceList' must show "Compliant".

Its a many 'ComplianceList' to one 'ParkCompliantList' relationship. If any one item on the 'ComplianceList' associated with a location is "Noncompliant" then the entire location on the 'ParkComlianceList' is also "Noncompliant".
