Using Microsoft Forms to schedule a post in Microsoft Teams on a certain date and time

Hi my flow is in progress as follows:

Microsoft Forms - When a new response is submitted (fields lets call DATE,HOUR,MINUTE,TEXT,ATTACHMENT - date/time to post, and whatever text and attachment....I might add a URL link field as well.)

Schedule - Delay until *****this is where I am having trouble....formatting the dynamic data from the form for DATE, HOUR,MINUTE to a properly formatted timestamp, I assume in UTC....I am in PDT. - formatdatetime expression?  converttimezone?  not really sure on the syntax for those or which to use.  I'd like to just use the date format in forms which is mm/dd/yyyy

Microsoft Teams - Post a message V3 - I haven't yet figured out the link to the attachment, but I think I can figure that out.  

Am I reinventing the wheel?  I looked for a way to schedule a post in teams but I didn't find any way other than manually creating flows.  I thought this would be something a bit tricky to set up once, but then easy to use afterwards.

Any help with the timestamp part appreciated...or a point in the right direction to do it a different way

I've made progress on this.   Before 'delay until". I added a step with 'Compose' and used the function:

convertToUtc(concat(DATE,' ',HOURS,':',MINUTES),'Pacific Standard Time')

I added a field in the form to display a link with:
<a href="LINK">Link</a>

And next I'm going to next modify the form to have a choice for what Channel to post to to avoid having to have more than one form.   This would really be good functionality to have built in to Microsoft Teams.

So that was successful to post at the right time.....but the content of the message in Teams isn't formatting correctly. 

<a href="LINK">link</a> didn't work.  The html was in the body of the message as plain text.  So far I've only figured out how to put text in the body of the message.  I have used the Flow bot before to post to Teams with html code working....I think I need to use that.

How do I share this as a template when I have it all working?

So yes, switching to the Flow bot to post instead of posting as my user lets me use html code.  The link works, but the attachment in forms has this data for example (slightly redacted)

I'm guessing I need another step before posting to parse just the link from the attachment response in Forms.  Back to the syntax documentation....

I used the 'parse json' step and pasted the sample output to generate a schema and I was able to then use the LINK and NAME portions of the microsoft form attachment data in the html in the Teams post.  

I'm still going to change the form to ask what channel to post in, and I would like to make it post as the user rather than as the Flow bot...Is there a way to post to a channel in Teams as a user and include html formatting?

I'm also not sure yet if the flow can handle the case if there is no link or attachment....but I will test that next and maybe need to add a conditional if there is no attachment.

And again, how do I share what I made as a template?

I did have to add Condition as a step to determine if there was an attachment or not and evaluated if there was an attachment or not by just checking the length of the string.  I see that I can "Submit as template" but I'm not sure if I have to remove any of my specific connections and things first?  Is there documentation about submitting templates?
