Using Power Automate to sync 2 excel table with conditions

Hi there, 
Still learning power automate (web version) and having trouble building the flow. I am trying to sync 2 excel table but only if there is a Yes value in one of the column. 

I am sending out a Testing Table and I would want this table to be updated with information from the Master Table automatically

Below is the Master Table:

Notice that in Testing Table. There are only item No 1, 2, 7, 11, 14 and 16. That is because in the Master Table there is a "Yes" for Column "Item Ready for Inspection?" for these items.

If I add a new item into Master with a Yes value then Flow should automatically add a row to Testing Table with that item information. 

I am struggling with building the flow as I am confused with the Apply to each control. I keep getting duplicates with my flow.

You might want to start like this flow that ive built. this flow is based on recurrence (Runs once a day), you can set at whatever interval you want.

first you can list rows in the first excel table (the one with the Yes).

then you can filter that to exclude any rows that dont contain YES.

then parse it into JSON.

and do an apply to each. for each item that it loops through. in my case im using items('Apply_to_each') and specific value.

id recommend that you ad an additional column that is also called "Updated" or something similar. then at the end of each loop you can also put a value in there like "Yes". and i would also exclude these from your filter. that way you have a column that says "Items ready for inspection" (which really means item to be added into other excel table) then on you a second column that means (items added to table).

in your filter you can just do filtering on a value or blanks.  here is what i use, mine is based on empty, 

and(not(empty(item()?['Column25'])), empty(item()?['Column27']))

then when you do the mappings it will be just a lot of column / field mapping from one file to the next.
