how to trigger a flow when a folder is created without a list

Hi my knowledge of SharePoint is very basic with huge gaps in it, mostly I pick things up as and when I start using them. I have a flow that prompts me to move files that are dropped in a central folder into an appropriate fodder (I must work the folder out as it depends on the financial period the files relate to. what i want to do is send a message to all the relevant stakeholders that i have moved these files into the relevant folder.

I'd hoped that I could just run a flow that says when items moved from folder do x. However, through a bit of research I know that this is not a something that is tracked as a potential trigger. I think the logical workaround is rather than me creating the folder then moving the items creating the folder during the move command in SharePoint. I can use an item creation trigger along with a few filters such as is folder is created by me is in subfolder x etc to force it to only apply when I'm doing the monthly file move.

My issue is when I select the when an item is created SharePoint trigger in the flow builder after selecting the SharePoint site it asks for a list name. currently the only list i ever created is a personal list that dumps the timestamps of when a flow executes into the list so I can restrict the flow to not fully running more than once an hour (for when batch files are uploaded). 

Ideally I want the flow to trigger similar to my when an item is created properties trigger which lets me specify the folder to look for the item in but have no idea if this exists for this kind of operation. If it needs to be a list is someone able to explain the following things

1. How do I create a list that updates shows the folder structure of an area in a SharePoint drive. 
2. Does the list need to saved onto the SharePoint site that it is based from or can I save it in my personal lists
   • I'm not sure if other people need to see this list
3. Do the lists update automatically (close to real time) when I am creating an item in the SharePoint area that it is based off. or would I need to manually trigger it to update
   • If manual trigger needed this might not actually improve the process of ensuring team members are reminded when content is transferred into the new folders.
4.  Can I use the newly created in the list to inform what the hyperlink to the SharePoint folder its based on would be.
   • This would help ensure I can automatically put the dynamic link into the code that will send the team members to the correct location of the new data.
5. Finally would the newly creaked items I the list ay created by the author of the lists (i.e. me) or by the person who created the the item in the parent SharePoint folder.
