ComboBox List Content Not Appearing to All Users

I have a mobile canvas app.

The app has Gallery1.

Gallery1 has ComboBox1.

The ComboBox1 is sorting data from either List1 or List2 based on the user's
'Role' (Technician or Contractor), and 'Cost Type' and 'Location' match.

I have tested as both 'Technician' and 'Contractor', and I can see the ComboBox1 list of items in both roles.

ComboBox1 items has -
     If(Role_DataCardValue.Text = "Contractor",Filter(Staking_Collection,Cost_Type = "Subcontractor" && Title =
     Location_Dropdown.Selected.Value).Billing_Unit,

     If(Role_DataCardValue.Text = "Technician",Filter(Staking_Collection,Cost_Type = "In House" && Title =
     Location_Dropdown.Selected.Value).Billing_Unit))

Several other users are getting an empty list when they
open ComboBox1 (see below). The box expands like the data
is there but no data appears.

What am I missing?

This is a screenshot of the other user's screen with ComboBox1
open - no list of items appears.

When you open the monitor, what show to you on webapi request? what is the filter who canvas apply for that. Maybe in your filter could have something that is failing.

Here are two line items from the monitor results from the running app.

I don't know how to interpret this information.

As I clarified, I can see the ComboBox data fine.

The others see the box expand, as if there are dozens of lines of data in the box, but they cannot see the actual data.

It's as if the ComboBox font color is white like the background.

@Phineas So when you click on the first line of the monitor GetRows show the json with the data,  has the data on it?

This is what the monitor shows when I interact with the 'Activity' ComboBox.

This is what the app shows when I interact with the ComboBox.
I can see all of the items. The other users see an expanded
ComboBox but no data.

The other users report that all other fields and controls,
including the 'Consumable' (dropdown), are working and
accepting or showing (dropdown list) data without issue.

The only control/field not showing data as desired is the
'Activity' ComboBox.

The user have access to the table who are you getting the data from dataverse to show on the combobox?

The data source for the Combo Box is a SharePoint list.

Yes, all users are in a group that has access/permission
to all list that support this app, including this list.

Again, if I place the formula Staking_Collection.Billing_Unit in the Combo Box items property the user(s) can see all 500+ items from the Staking collection.

Technicians should see one set of data and Contractors should see another.

What is shown in the Combo Box should be based on the user's role (Technician or Contractor).

A Technician should ONLY see items where the Cost_Type in the Staking collection is 'In House' and the Location matches the location chosen in the Location dropdown.

A Contractor should ONLY see items where the Cost_Type in the Staking collection is 'Subcontractor' and the Location matches the location chosen in the Location dropdown.

It is unclear to me why Staking_Collection.Billing_Unit filter work for me and the other users, but the below formula works for me but not for the other users.

If(
   (Role_DataCardValue.Text = "Contractor"), Filter(Staking_Collection,Cost_Type = "Subcontractor" And Location_Dropdown.Selected.Value in Title)).Billing_Unit

This is what other users are seeing with the above formula.
