When I have saved an attachment it becomes available on my gallery with the attachment name and date and time the attachment was saved .I need to allow my users to be able to go back and view the incident and the specific attachment for that incident only ,not all the attachments that user has saved.
Iam currently Filtering my gallery Filter('RiskApp vehicle attachments ','Created By'.Display Name=User().FullName) but in actual fact I want any user to view that attachment but has to be that specific attachments linked to an incident I have captured and not attachments for other incidents .How can I achieve this ?

On the second screen, you can set the Item property of the control as:
GalleryName.Selected
This will work in a case where the items property of the edit form and gallery points to same datasource.
OR
LookUp('RiskApp vehicle attachments ', IncidentNo = GalleryName.Selected.IncidentNo)
Here, IncidentNo is an assumed name of column in the datasource.

Does these galleries and form come from the same data source?
What is the Items property of vehicle incidents gallery ?
I think you should add Set(incidentID, ThisItem.ID) to next arrow of galVehicle_Incidents.
And in vehicle incidents gallery, use filter function to filter out the that Incident, and use IsBlank() to check if there is any attachment name in that incident. So the items property of vehicle incidents gallery should be:
Filter('Data source', ID=incidentID && !IsBlank(GlobalINC))
Then, the gallery will only show the selected incident, and if there is no attachment name , the gallery is empty, if you have patch any attachment name, it will show that incident.
Also in the Vehicle attachment Form, I think you should use Editform to submit the Attachment to the selected incident.
Set the Items property of form: LookUp('Data source',ID=incidentID)
If my understanding is somewhere wrong, please tell me and correct it.

Do you mean when you select the incidents in gallery, the second screen will show the selected incidents' attachments? Is that a Editform in the second screen?
You can set ViewForm(datEditAttach_1);Navigate('Attach vehicle incidents',ScreenTransition.None) to OnSelect of Right Arrow in Gallery. And Set GalleryName.Selected to Items property of EditForm.
When you select the right arrow of each incident, it will navigate to form and view the corresponding incident attachment.
Note: In view mode, the attachments can't be selected. if you still want to select the attachment, please post back.

Please note on your first question I do not select anything it must be blank because I have not yet attached anything but it currently shows me attachment names from previous incidents which is not correct and that is what Iam trying to resolve.
By clicking the add icon it takes me to the attaching screen which must show me the attachment name that is linked to that incident, then I just save and yes that form is an Edit form.I then click the save button then it submits it to the gallery .If I click the next icon a can view the attchement.But it should only be that attachment.
