Model-Driven App Adding new Entities

Hi.

So I want to create a number of model-driven apps in Dynamics 365 for several departments for a client. I went to the Settings tab, then created a solution and a new MDA app. In the interface of the MDA, I can customize the sitemap and I can add areas, groups, and subareas. If the my client or an end user accesses this app (assuming they have all the permissions to view, edit, or add), is there a way for them to add new entities through the app? Lets say they are under an Area, that has a Group and a Subarea (or entity). Is there a way they can append a new entity to the group on their own? Can they also create their own Groups? Can that entity be added upon uploading a new Excel file - in other words, I want the datasheets in an Excel workbook they upload to be automatically "converted" into groups and entities and displayed in the app they're using. 

I know I probably didn't explain it the best but all is still confusing to me. Any help would be appreciated please.

Hi @NaCarns

Users can create groups zones and subzones only if they're system admin or environment maker or system customizer.

Creating sitemap groups or zones with excel it's not possible currently

Another thing: the client wants different departments to have their own 'landing page' in the application. Do you think partitioning the departments as Areas, each with their own Groups and Subarea, would work? Can you assign Area specific permissions, as in you can only click a certain Area in the bottom left if you're authorized to do so?  Or is the only way to have a landing page for each department, is by creating separate apps for each?

They are many ways to separate departments 

Via applications as you mentioned 

Via Business Unit

Are you using Power apps portal for landing pages?

I want to use Areas to separate departments. So basically each department will click on their area that has their own groups/entities/subareas. I want to assign specific roles/permissions so that for example, Stakeholders can only access the Stakeholder area, IT can only access IT area, etc. 

Is there a more efficient way to do this?
