Not able Update LookUp field and cascading dropdown in powerapps

but while I'm editing the exacting records

Firstly, the Id you need to patch in a LookUp column (not the best friend Power Apps if you do not need to use one) is the ID of the item in the other list being looked up. You also do not need the odata reference any mor and can shorten your code as below.

I used the above code for 
for adding new reords , all the value getting saved into the SP
while I'm edditing the value click of save button what ever we are choosing the latest value ...That value its capturing 

example- I want to edit 222 value

Click of edit button popup came

If I'm checking the "testCol" collection value are coming blank  But in the SP 2 values are there (How to add those value into the collection ?)

I am a little lost what you are doing in the first part, as I do not know what is in the second combo box - are you trying to do this?

If you read my read the above 2nd  comments then you will get to know what I'm trying to do this?
On the on change of the lookup field I'm saving the data into the "testcol" collection 

Edit function I'm losing the Existing Data.

I have read your post (a number of times) and still cannot understand the logic of what you are doing, particularly with the ID and how that relates to the Lookup column you are trying to patch. You need to retrieve at some point the ID of the item in the other list. It is one of the (many) reasons I simply do not use Lookup columns.

1st condition -I'm using SharePoint lookup field 
2nd condition-that lookup values are coming from different list 
3rd condition-lookup value having cascading dropdown field 

Question - How to add or update the sharepoint cascading lookup field ?

Sorry, I am raising the white flag here.

Back to my initial answer - to patch any Lookup field, you need the ID of the record in the other list you are looking up. I do not know what you mean by "cascading" as distinct from any other lookup field.
