Using Power Apps with a SharePoint list consisting of items with list item permission

We have created several Power Apss apps in our tenant where the data collected is stored in SharePoint using the action SubmitForm. Lately we have seen that now and then this command actually doesn't save the data to SharePoint or doesn't save the complete data set it is suppose to save (some fields are saved while others are left blank). We have not been able to reproduce it our self and we cannot se a pattern in when it happens. Unfortunately we do not know the people using the app, and so we have not been able to check whether the user has been presented with an error message. One theory we are considering is the fact that we are using a SharePoint list where all the list items have broken permission inheritance. Has anyone else experienced challenges regarding SubmitForm when the logged in user only has access to the specific SharePoint list item and not the entire list?

I am 99% sure you have to give them full access to the list.

What you can do is control what they can see and edit from within the app. For example I put a variable on the Apps OnStart = Set(_CurrentUser, User()). 

Then I have some items listed in a gallery and put an edit icon that says Visible = If(ThisItem.CreatedBy.FullName = _CurrentUser.DisplayName, true, false) so they can only see the option to edit an item if they put it in. There are several variations you can do on that but it is the same general concept.

Configure the Button's OnSelect property to run the flow.

Action > Flows > Select the flow “GetSPItem_REST“ from the right-hand panel that pops out

We will create a collection using “ClearCollect” function from the flow result and bind the collection with a gallery control

Thank you for your reply and suggestion.

I find it strange that some are able to successfully trigger the submitForm action, while others don't. This is why I haven't considered this to be the solution to the problem. I was hoping I could reset the inheritance once the user had filled in the form so that the list won't have so many items with custom permissions (and make it slow), but if I have to let the users have access to the "parent" list then this will not be possible.

I did as you suggested - I added "Everyone except externals" to the list permissions. Unfortunately I had a new case yesterday where the SubmitForm command hadn't triggered, so this did not fix the issue unfortunately. I contacted the person who had submitted her answer and she said that she had experienced no error messages and she used Safari on an iPhone when she saved her answer. Has anyone experienced similar problems?
