APP is done and we are running a BETA test version.
Users have an issue with patching a new ITEM to the SP list.
Users have contribute (edit ITEMS)
permission and List advance settings are also ok.
Why they get an error ?

Whenever there is a disparity between the outcomes from different users, it is in my experience always something relating to permissions.
Also regarding the structure, ForAll() is not designed to be a Loop, although it can work this way with considerable performance penalty as it does an individual Patch for each record. ForAll() creates a Table, which can be patched in one action provided its content is correct. For new records, this is simply a Table with field names and field types matching the list.
Most probably, what you are trying to patch is not in the expected format (like string into a choice or lookup column) or you are using lookup columns to lists where the users don’t have read/write access.

If you are trying to patch existing items, you need to refer to an ID column for each patch when you batch-patch like this.
If you are trying to patch new items, then you need to use the Defaults() function like this:

As @gabibalaban posted at the start, one of your control outputs or values probably does not match the destination field type. There is nothing wrong with the fundamental structure except for performance reasons, you need the ForAll inside the Patch, not the reverse (as per posted by @iAm_ManCat )
