The Regional Government Emergency Response & Monitoring solution provides a set of capabilities for state and local governments to collect and visualize health system data from all the parent organizations and associated hospitals in their network or region to establish situational awareness during emergency responses. The data includes information about available beds, supplies, equipment, COVID-19 patients, and staffing.

I am trying to deploy the RER solution to a new environment as a training to create a clean and updated portal app, using this tutorial.   However, I have found this tutorial out of date with what the current maker portal looks like and the options it gives to create a new portal app. Are there any other tutorials for creating a new portal app, referenced in step 3 part 3 of the current tutorial? 

In the tutorial it asks me to create a new portal app and shows this picture for reference:

 However in my maker app, this is what I see:

I have looked through the available options for each of the 'Start' buttons and could not find a Blank Portal Option anywhere. I am hoping you could point me to an updated tutorial?
