Anonymous Users web role missing from page permissions

We are creating a publicly (no login) form for anyone to fill out on a portal, however when I try to set the page permissions for the page it doesn't give an option for Anonymous Users. in power pages editor below the dropdown it says anyone can access the page because no role is assigned, but it still prompts for a login. In the portal editor (old editor) that text reads no role assigned no one will have access.

I have confirmed the Anonymous Users web role does exist for this page in portal management.

I also tried manually creating a new access control rule for the page in portal management but it had no effect it seems, still needs a login to load the page

Not sure if its a version thing or an enhanced vs standard thing.  My screen the top radio is "Anyone can see this page"

I believe you can force it in, but you will see a warning if you revisit the permissions.  Manage the Web Role and turn off the Anonymous checkbox, then sync this will get the role into the dropdown, select it and save, then turn the checkbox on the Web Role back on (if you then revisit the Permissions in the site designer you should see a warning message - indicating it is by design)

Edit: I believe someone has made this change, and not understood that there are scenarios where you may want Anonymous to see a particular Web Page  and Authenticated users not see that page, in this scenario Anonymous is not the same as Public.

Unfortunately, only sometimes MS has no problems with the logic of the functionality of their tools.
The only option is to set access for the entire website and then limit selected subpages and leave those that we want to be publicly available. (example: public survey page).
Unfortunately for me, I started building the website by completely limiting access for users who are not logged in, and then at the end I wanted to add an open subpage. Now I have to reorganize everything, which breakes individual pages and requires corrections.

Information for posterity: If you are starting to build a website with content divided into logged-in and non-logged-in users, start with an open page and enable restrictions only for selected pages. It can't be done the other way around. Unless MS changes it.  😉

Try using the Power Pages Management App and make sure you have an Anonymous User role.

If it's not present, make sure it's not disabled by accident.

In terms of the page access you could try creating a Web Page Access Control rule for that particular page.

Ensure you select the page and assign the web role as anonymous.

I did that and unfortunately it didn't help.
It is possible to add a role from the Dynamics side. But Power Pages reports an error and the selected subpage is still not publicly available.
