Capacity Licensing confusion

We are a non-profit organization, and I have reached out to MS licensing for help. They sent me 2 "Partners" to help explain. MS agent stated they did not know how I should proceed, but assured me that the Partner would be able to assist.

Out of the 2 "Partners" the first one suggested I grab the 1App,1Website product, that was free to us.

While I have applied a 1 app , 1 site product license. This allowed me to create a production environment, I have been able to create a site in that environment …I still cannot upgrade the site to production due to capacity constraints. Site states it will be available for 30 days as it is in trial.

I am still needing to figure out which licensing we need to purchase that will allow me to turn the site into production. I have a total of 20 user accounts applied to the group that is configured to the environment, Below are the list of Power Pages licenses available to us when I search for Power Pages licenses.

Below is the list of Power Apps available when I search for Power Apss licensing:

My users are Azure AD users that I would hope would just be able to access the site once they have logged into their PCs with the Azure credentials. The site would be internal only not public.

Can anyone explain to me which licensing will work for this environment I have created that will give us capacity to allow this site to turn into a production? The "Partners" could not explain, neither could MS

I have tested my users access to the site and they can get in and navigate, edit applications. So, it seems to me that it's just getting capacity is all that is needed.

On a side note, the second partner said they could figure it out, but I would be charged $225.00 an hour for that service

I think the problem is that you have Power Apps licensing, but what you need is Power Pages licensing which is different.  Here's an article on Power Pages licensing. Power Pages licensing | Microsoft Learn and Pricing. Power Pages Pricing | Microsoft Power Pages

We have the following license that allowed me to create a production environment and build a website in, but that website is in trial mode and cannot be converted due to lack of capacity.

What I am attempting to determine is what specifically will be needed to convert that page into production and give my users the access needed to the Apps.  If I have all of my Sharepoint,PowerAutomate,PowerApps residing in the default environment and build my powerpage in the newly created production environment. (I already tested the cross-environment access with a few users.)

For capacity I believe the following license will give me that capacity for all users:

However, in order for my users to access the PowerApps I created in the default environment, from the newly created environment, will I need to also have additional licenses? I have 20 users that will be accessing the Power Pages to get to the Power Apps I have created.

My users currently have:

I just don't want to commit to a year of the wrong licensing, nor do I want to keep getting hit with additional subscriptions needed down the line. We are a non-profit and cost of things is imperative to understand before we can move forward.

If its just the 50$ a month to stand-up a website to build the front end for my power Apps is all that is needed than I have authority to move forward. I was hoping MicroSoft licensing support folks could assist but they admittedly told me they did know for sure.

The per app and developer Power Apps plans only give you access to Power Apps. They don't give you any access to Power Pages. Assuming your users all have login accounts to your system then yes all you would need is the capacity add-on. That will let up to 100 users with logins access your system.  However, if some of your users are anonymous then there is a different capacity add-on that you need. That add-on gives you a certain number of page hits per month for users who don't have a login.

Yeah, I think I have this figured out now, after some reading. The Power Apps for developer licenses we have will only allow access to Apps that in in development:

The Power Apps Developer Plan is restricted to building and testing apps to validate prior to production. To distribute apps for production purposes, choose a plan from the Power Apps pricing page.

Looks like I will need the Power Apps Pro licensing, and the Power Pages. All users are internal.

Thank you for the input, it helped me more than MS support did.
