Power Automate performance questions

Hello,

I will continue searching and reading, but I wanted to pose a question to the group on something that confuses me.   I have a client requesting a feasibility study on replacing a very complex on-prem implementation of one of their processes with Power Platform.   One piece of information I'm missing in order to make an apples-to-apples comparison is the average time it takes a Flow to run - from trigger to completion.  Obviously it depends on flow complexity to some extent - I get that.  I can get the actual time it takes for the Flow to run by examining flow history.  However, that doesn't include time between triggering the flow and when the flow actually starts running.  I need help on the following and if you have links which spell it out, even better:

1. I need to get a good idea of the time between trigger and flow execution.  I believe it can be up to 5 minutes and there are no SLA guarantees - is that correct?

2.  If the 5 minute figure is correct, are there any upgrade licenses which decreases this number?  If so, which license and what is the new level?

3. The client wants the performance to be "the same or better" as their existing system.  Their current system is entirely on-prem and they control servers, resources, network, etc.   Typical workflows are taking 4 seconds to complete in their environment.  I can't guarantee that even with an instant flow - right?

The only documentation I found so far is this: Limits and configuration - Power Automate | Microsoft Docs and it doesn't really address the timing component I mentioned.  Their system is a production system so they need fast execution.  My inclination is to tell them that Power Platform isn't suited for their needs but I need some data to back it up.

regrding time flow take that depends in various factor network or resouce onprem or cloud hosted

for that request you can create test flow to simulate production flow and test and for further detail you can open support ticket with flow url
