Do all users need Office365?

A customer of us wants to start with PowerApps.

They currently have no Office 365 Licenses at all.

The scenario: the 2 Admins are getting an Office 365 account and a PowerApps Plan 2 license each

The end users only get PowerApps Plan 1 license( No Office license)

Is this possible? Or does every user need an Office 365 account to be able to use PowerApps?

(the organisation does not have a seperate AAD License)

Hi @Anonymous 

PowerApp Plan 1 allows the users to create new apps and view/edit the apps based on the access given to a particular user. If the same user is not given an Office365 account, this would restrict the user from using any controls associated with the connectors of Office365 like Outlook,SharePoint, OneDrive etc.

Ex: If the user who has created the app has created forms/controls that use the Office365 connectors, and if the user without Office365 account tries to open this app, the user will be prompted to create a connection, but this will result into Authentication failed error because the user doesn't have appropriate access.

The worries I have is more of an administer point of view.

How can I provide the licenses to the non-Office365 users?

They won't appear in the Office365 admin portal to provide the license right?

And the customer don't have Azure Active Directory

I will only use a Navision 2017 connector and CDS. So Office stuff is not needed to make the App work.

Hi @Anonymous 

This is not possible to assign the users access that are not in Office365 directory. If the users are not authenticated with the AAD or Office365 then there will be a lot of restrictions on the capabilities of an application. As a example, suppose you have an app, where some screen uses the Office365 connector and a user trying to login doesnot have a Office365 account then the user won't be able to play the app until all the connections are created successfully, and since user doesn't have access to Office365 then the connection will never be created, this way user won't be able to access the app functionality.

Powerapps recently relaeased a preview version "Portals" for external users. You might want to start there for efficiently addressing this issue. More on powerapps portals here:

Maybe I explained it unclearly.

What i meant: Is it technically possible to grant acces to a licensed user for PowerApps without having office365 and AAD authentication?

We don't need Offie365 functionalities in the PowerApps.

Hi @Anonymous 

I did a little research on my side and it is not supported to grant access in this way. If you want to grant any licenses to a user, this needs to be done through the Office365 Admin portal and the user you are trying to give access to need to be in the same Office365 directory or you can add new users if required.
