PowerApps license confirmation

Hi all,
Please, I would need to know if PowerApps is included in the Office 365 E5 and E3 packs.
I have to make an app with PowerApps and I have to invite some colleagues, but I think they have these licenses and the software doesn't appear for them. Could it be disabled by our administrators?
Additionally, is there any place where it indicates that PowerApps is included with the mentioned plans?

Many thanks in advance!

Yes, Office 365 E3 and E5 licenses include the Power Apps sub sku.  If you scroll down in this Microsoft comparison of the various plans you can see that Power Apps and Power Automate are included.  Compare Office 365 Enterprise | Microsoft

If they don't see Power Apps it could very well be that their global admins have disabled it by removing the Power Apps sub sku from their licenses.

@Anonymous @Pstork1

AFAIK even if it got disabled they should be able to play an app which got shared with them. They even should be able to log in to make.powerapps.com...they just don't see Powerapps in the App Launcher.

@PowerRanger sorry, but I disagree.  If the subsku for Power Apps has been removed from the user then Power Apps won't be in their app list in M365.

They also won't be able to use their work or school account to create apps in the Power Apps website.  And if they clicked on the link of an app that was shared with them they will see the following message.

Hi @Anonymous ,

Please check and validate the below,

If your users login to https://make.powerapps.com is there any environments listed for them?

Are you sharing the App from the list of environments for which your users have access??

Please go to Advance Settings-> Security ->Users and see if the user has at least Basic User access in the specific environment.

The Users can see the App that you share only if they have minimum access via security role, even though they have the license.

Office 365 E3 and E5 licenses does include PowerApps. Please refer below screen shot and the reference link,

@Pstork1 But what about the Default Environment. Even if the SubSku is removed users are able to use the Default Environment.

No without a license they can't even use the Default Environment for Apps.  The screenshot I posted was for an app shared with that user from the default environment. When they try to open it there is an error saying they need a license.  Removing the subsku is one of the ways Enterprise Admins can keep their users from accessing and using Power Apps

@Pstork1 I agree in terms of using "shared apps" or "share an app" - My reply in terms of they would still be able to use apps was not correct. But still, they will be able to login into https://make.powerapps.com and start creating apps for their personal use in the Default Environment.

Yes, they can login manually to the web site.  They can also start creating apps.  But after saving it you will get the same license prompt I showed earlier when you try to run it.  Without a license you can't use Power Apps even in the default environment.

@Pstork1 well, again you have been right. I never tried to run the apps created without a license. I stopped testing after I have saved the app... Thanks for clarification.
