pricing query related to CDM database size

Now does this mean if we have a client with 200 users and if we purchase 5 p2 plan users we get 100Gb of space to create a central database and then 200 users(p1 users) can read and update this data using powerapp created by one of the p2 admin users(5)?

Now does the p1 plan also include powerapps and flow and cdm(read)?

the flow runs under p2 account is greater, we need ability to share the workflow or runas admin.

also how we are going to manage DEV CDM, QA CDM, prod CDM? How to deploy across envrionments?

if this plan is reduced to 3$ per user or may be if there is a bulk non user purchase option(set of 8k users) it will be great!
