Stuck on getting a Flow to Email a PDF from SharePoint using dynamic emails from a Form

I am stuck, I have been working on this for about 8 or 9 hours and I can't figure out what I am messing up.

I have a form for doing walk through observations.  In the Form we select an email address.

I then take that Form and generate a dynamic Word docx that I then convert into a PDF in OneDrive and then send back to SharePoint. 

All of that works.  I then want it to send an email with that PDF as an attachment back to the email address provided in the Form.

I can get the email to send with the dynamic file name, but the PDF always fails to load.  I can't figure out why.

As a work around, I tried to share a link to the PDF from SharePoint, and that has worked.  However, that link will only send if it is set to 'share with anyone in my org.'  If I try to set it to pull the individual from the email in the Form it fails to send. (Flow says completed successfully, but no email)

An attachment or a selective link are both acceptable behaviors.  I just can't seem to wrap my head around it.

Can you post a screenshot of your flow with the actions expanded? Specifically I want to see what you are placing in the file content section of the email

The Create 4 and Delete File portions are for a different file/location.

You are putting the file id into the content area of the email, that action expects the actual content of the file. 

You will need to add an action to get the file content of the file you created: 

Then add that file content into the content section of your email action :

Okay, I will try that.  Looking at the pictures it looks like I will be grabbing a static file name though.  Is that correct?

I can make that work, but the plan was to dynamically name the file as well.  I am trying to increase my knowledge base on this.

Edit, I tried it with the dynamic file name and with the static file name both produced the same Failed to Load message on the PDF.

I have an action creating a file with the same name just overwriting it every time, so I should be able to use the path.

Are you able to open the file directly from SharePoint?

Yes.  I can open the PDFs on SharePoint and in OneDrive.  They open correctly.

I get the fail to open if I try to grab the File contents from (Team)SharePoint or (Personal/Business)OneDrive.

Can you post a current screenshot of the email action with the advanced options expanded so that it shows the file name and attachment content?

You shouldn't need to base 64 encode the file content, have you tried just putting the dynamic content for the file content in the file attachment and nothing else?

Yes. I do that every time.  When I save it and go back and open it is always shows the base64.  I don't quite understand why it is doing that, or what it really means.

I am going to use the Share Link for SharePoint option.  Bummed I can't control those permissions but it should work as we need it to.

I wonder if you try it in classic edit mode if it will work. I have been seeing quite a few bugs with the new designer. You can change by clicking on the ... on the top right and open in classic.
