I am trying to delete an existing step in the flow that has steps beneath it but no dependencies, but clicking delete generates no response from the program

Could you show us specific screenshots of Flow configuration?
Perhaps this is a temporary error, you can try to close Flow, then edit it again and see if you can delete the specified step.

@v-bacao-msft is correct. A few screenshots would help, but here's some stuff to try.
Check the formulas and compose actions. Sometimes the action can be "hidden" there. Also, check loops and the following steps for references to the field you're trying to delete. The reference must be somewhere so you need to go one by one and find all of them before being able to delete it.
Power Automate won't tell you where to look.

Yes he is correct, HOWEVER, this is not a solution. As per usual working with msft the tech is typically (TYPICALLY/ALWAYS) incomplete or full of holes or bugs and it's left to users to come up with workarounds and hacks. That is not a solution.
This platform, now almost 2023 is STILL wrought with these issues. Try adding a field to a list as a test, include some kind of a get items update item action. Great, works. Go back to the list, remove the test field, return to your flow and try and edit it, save it. Sometimes you may simply re-add that action, several times if your flow requires it, then try and save the flow. Good luck. Hmm maybe I'll just delete the problematic action(S). BUZZER nope. No response. Use the technique here: close off the flow, you have no choice but to abandon your changes, go back to edit; oooooops, all your changes are gone remember. Are we having fun with this msft rabbit hole? Now you have to delete the problematic action(S), then re-add.
I'd suggest taking a screen shot before you do if it's compilated enough including grabbing the text of your expressions.
The only sound you're going to hear on this from msft is them sneaking away from the table. All you're going to hear is "add the """"IDEA"""" to user voice" because no one ever would've considered this right? What a great idea, no one needs this kind of intuitive, standard, everyday functionality.

I struggle to see how they can release such poor quality products and get away with charging us premium prices.
Sure it is the way of the future, and it has bright capabilities!
But please provide some work arounds that we can grab and use for simple tasks made difficult because of the way MS code works, rather than leaving it unattended to and forcing us to keep spending endless hours down these endless quantities of time wasting Microsoft rabbit holes.
I ended up with a situation I couldn't delete, couldn't use peak code, to figure out what the problem was, and could verify there was no dependencies.
Because the new editor does not have clipboard & I can't revert back to the old editor, I found that by going through powerapps > flow page, I could get the old editor and use it. I finished my flow with one excess apply to each, and tried to delete it but nope.
So I saved it - I had to make sure this was possible - once again verified that the old editor couldn't delete it, when proven, I went back to powerautomate flow page, opened the flow in the new editor & guess what, the new editor could delete it!
This is so typical of Microsoft's poor quality products.

The challenge is open to all Power Platform (Power Apps, Power Automate, Copilot Studio & Power Pages) community members. We invite you to participate in a quest to provide solutions to as many questions as you can. Answers can be provided in all the communities. Entry Period: This Challenge will consist of four weekly Entry Periods as follows (each an “Entry Period”) - 12:00 a.m. PT on June 17, 2024 – 11:59 p.m. PT on June 23, 2024 - 12:00 a.m. PT on June 24, 2024 – 11:59 p.m. PT on June 30, 2024 - 12:00 a.m. PT on July 1, 2024 – 11:59 p.m. PT on July 7, 2024 - 12:00 a.m. PT on July 8, 2024 – 11:59 p.m. PT on July 14, 2024 Entries will be eligible for the Entry Period in which they are received and will not carryover to subsequent weekly entry periods.
