Document library that mirrors list column values

I posted a few weeks back that I would like to mirror a list to a document library. I was successful in this with alot of research, however, I found shortly after that this is not what I wanted to do. Essentially I'm going to have powerapps forms that have options to add new employees, update pay rate, reallocate to projects, etc. And the problem I now have is that document libraries do not support form submittal...

I am restarting, and my goal is to have something along - "When an item is created" in the employee LIST > Get items > If there is a folder in x library that already exists with the same name as the item name, update the item. If there is not a folder in x library that already exists, create a new item, and update the folder column values to match the list column values. I have the folder columns and list columns set up the exact same to achieve this.

My question is, do I use "Get Folder metadata" instead of get items? Since I am now looking for the folder data, not item column values.

Can I have assistance with building this?

Yes, Folders and Files come from Document Libraries. Items come from SharePoint Lists.

Do these employee's have a unique identifier like an EmployeeID or even the MS365 Principal Name? That would make searching much easier.

I would also look into making Document Sets if this is going to be for all employees. Document Sets are just like folders, except they are special in that they transfer the metadata to the files within the folder. Regular folders do not.

So for example if you have Folders with an EmployeeID column and populate it for each person; then you add files to that folder, the EmployeeID column for the files will be blank.

If you have Document Sets with an EmployeeID column and populate it for each person; then you add files to the folder(Document Set), the EmployeeID column for the files will be filled in as well.

Also, I'm not a Power Apps expert, but I know that every Document Library is actually a SharePoint List (very similar to a Document Set being a special folder, a Document Library is a special List). So I don't understand why Power Apps couldn't perform something on the Document Library just like it would a SharePoint List.

I'm just saying it is possible to treat files in Document Libraries just like Items in a List. But we might be talking about different things at this point.
