I don't know if this is the best way, but what I would try to search for the "Number of Clients Granted Access" line is to first create an integer variable to track the index position, and set this to 0 initially. Then create a 'Do Until' action like the one here, just swap the split out with the one you have been using already and the name of the variable with whatever you set that to.
You now have a variable with the index of the 'Number of Clients Granted Access' line and if you do add(variables('Index'),1) you should have the index for the number associated with that value as well.

For a completely no code and flexible solution, Encodian's Utility - Extract Text between Values actions is a good option.
It's a Utility action so only uses 0.05 Encodian credits per operation (good for high volumes).
I can't see the format of your email pre the split but I image the following inputs would give the value "2115":
Start Value: "Number of Clients to Request Page"
End Value: "" i.e. leave blank to go to end of string
Trim Result: Yes i.e. removes all white space before and after the 2115

I did come up with another question related to the Do Until Loop - Change Limit Count. I can set the limit high enough to not worry, however I thought it may be best to set it to an expression and use the length of the collection. example length(outputs('Split_Body_Text'))
However it fails to save with error: The 'limit' property in action 'Do_until' is referencing action(s) 'Split_Body_Text'. Limit property can only reference trigger inputs, trigger outputs and parameters.'.'.
Would there be a way to set it to the the number of elements in an array but only reference trigger inputs, outputs and parameters.
The limit on the 'Do Until' loop is there to prevent flows from running indefinitely should the condition you enter for the loop to stop be impossible to achieve. Due to that reason, I don't believe that you are allowed to enter a dynamic value in that field.
The error you are getting seems to be in reference to if you were using the 'Do Until' loop in an Azure Logic App, as you can pass in additional system parameters as well as trigger data in Logic Apps. I believe that the expectation with the limit for Power Automate is that you know your dataset and should set the value to be something large enough to contain your dataset.
