Flow to Send Email to Only Certain Excel Rows

I am trying to build a flow to send out an invitation to bid on construction projects.  While doing this I only want to send it out to specific trades (i.e concrete and electrical).  I thought about building a table for each trade and trying to pull from multiple tables but I couldnt figure it out.  I have messed with it for a couple hours but cannot figure out how to pull only certain rows. I send out multiple bid invites and would like to make the process as quick as possible so I dont have to go in and physically modify the flow each time based on what trades will be invited to the project.  Each project is different some projects will have 10 trades I need to email other projects may only have a couple.   I dont know if there is a way to select the trades with a trigger or not.  I have figured out how to send the email from an excel table, format the email with data from the table, and record the bid responses in an excel file.  I dont know the easiest way to send out to select "Trades" rows of an excel file.  I have very little experience with flow, just started messing around with it off and on a couple days ago.   Also in the current flow I have built I used a Template that has an actions called Get Rows, this gets all the rows from a certain table.  I cannot find this action anymore.  The only one I can find is Get a Row, this does not appear to do the same thing.  Is there anyway to get all the rows at once still like the Get Rows function does?

Any help would be greatly appreciated.

You can filter multiple rows using Excel Get Items using Filter by query.

That seems to work.  It looks like my only option it to change the flow for every bid invite I send out.  I cannot seem to figure out how to get the excel eq function to filter more than (1) item.  Will the eq function filter out both Concrete and Electrical?  What is the proper syntax to use to do that?

To compare two values you can use 'and'. See below

jobtype eq 'Concrete' and jobtype eq 'Electrical'

We cannot configure multiple conditions in Filter Query, please check this idea and vote for it:

Please consider using Filter array or Control-Condition to filter records.
