How do I filter grouped items from a SharePoint List in an array?

I have a SharePoint list with a list of 130 emails/User Principal Names. These are "clustered" as three to five per group name (each has the same "group" value in their respective fields).  I need a way to sort through this list to assign each "cluster" or group of records into an array or group in the flow so I can assign their group a Teams Tag for that group. (each tag will be the same tag for all 3-5 UPNs in that group).  

I am at a loss to put something together to do ALL of them at the same time, rather than manually one cluster at a time.  Is there a way to do a filter array for the get items to loop through each "cluster" where those records in the group name value are used?

@JSCOTTPRICE Are you able to show a sample of the data to understand the grouping better? Don't need the raw data - sample data is fine if not able to show original values.

I'm assuming you mean something like below.

What would you tag each user with? Just wondering, if you can group them easily, how would you determine what tag each group of users received?

I have a flow that I can use to create tags from a list of User IDs but so far I only figured out how to create a group tag for all members of a list and just need to figure out how to separate the groups in a list to further create a tag for each grouping.  Each "cluster" or group is a set of specially set up iPads for remote interviews and I need to be able to tag all of the iPads in each city/grouping as one tag.  that is, if I can do it without much more time or effort...
