Look up multiple email addresses from form response to compose email

I have a form where the user can select multiple departments for Question 1. I then want that to email the supervisor of each department selected. I have a sharepoint list of 10 departments and the supervisor's email for each but I can't get it to look up more than 1 department. Any ideas?

After the trigger and get response details the flow splits into a couple tasks but this is the section I can't get to work.

Please show the output of "Get items".

Also note that inputs of "Compose 2" looks wrong. You have to place there something like  item()?['EmailAddress']

You will need to show more of your flow because it is doing exactly what you are telling it to do. Your Get items action has a filter query on the Department field with the value coming from what appears to be a Forms response. How does the Forms response come into play? In your initial post, you said you have a SharePoint list with 10 departments and supervisor e-mails.

That seems to be part of the problem. If it remove the OData filter then I get the full sharepoint list but when I have it filter on my column with department information it returns nothing but also doesn't trigger an error except when it goes to compose the email since there is no email address. 

Without OData filter:

The form has you select the department. The sharepoint list is the department in column A and the supervisor's email in column B.

I understand that is part of the problem, but you will still need to show more of your flow and explain how a Forms response comes into play. Otherwise, I don't think most people are going to be able to assist you since we don't have the full picture of what you are doing.

So the form is basically a data inquiry to a particular department. Select the department(s) from the choice list on the form and enter details of inquiry in other questions. When the form is submitted we want it to email the supervisor of that department and create a task in Planner where the bucket is the Department. The planner side works. I can't use the address book in outlook to look up the manager by department or title because there isn't consistency in titles so I made a list in sharepoint as a cross reference table which looks roughly like (both are text columns)....

Is it just not possible to use a choice list with the option of multiple responses? When I remove the option to select multiple departments from the form question it works just fine? But if I allow multiple responses it doesn't pick up anything from sharepoint even if only one option is selected.
