I am currently trying to power automate when a file in excel gets edited on a specific column (which has data validation for 2 words: Approved/Denied) to send an email out. Currently my flow sends an email out whenever ANYTHING is edited on the document. I need help with what to put into the ODATA filter query in order to only send email when that column is edited.

Considering you have a "Mail to" column in the Excel table and you would like to send emails to all the recipients that locating in multiple rows of this column, you could create a string variable and use the join function to combine all the recipients together with ";" then use this variable in that "email to" field.
Flow actions would be like:
Expression of the initialize variable action would be like:
join(variables('123'),';')

So currently there is no trigger on the excel connector where it can be triggered on update or Modified , The filter query on the List Rows Just get the rows with a specific Filter, so I suggest to use SharePoint list instead for this purpose and then you can trigger it on the change of the field being modified.

I have a form that pushes to this excel sheet. I added a column for approved/denied and want an email based on form responses based on that row to send once that rows cell has been updated.

You have a Microsoft form that you use to collect responses into the Excel Sheet is that correct?
And then you want to send a consolidated email based on the responses?
Yes, I have a Microsoft Form that dumps to excel.
I added a column to the table below for Approved and Denied and used data validation to limit responses.
I want an email to be sent out using form responses once that cell has been modified.
The way I have it now sends based on any change to the document. But, I only want it to send if that rows cell for approved gets modified. And the email only be referencing that rows form responses.
What do you use as a trigger for the for your flow that sends email is it a scheduled that runs daily checks the excel ?
I tried with Filter Query and it did not work but the below approach worked to get only rows with the Approve Or Denied Column with data

You need to use the output of the filter Query in CREATE HTML Table action as below and use the output from this step directly in your email
Ok updated the next step but it added an apply to each around the email. Which choice do I enter for output?
You need to pass the output from the Create HTML Table directly in the email body not through an apply to each , it is all dependent on which other values you are referencing.
Every time I try to reference the data from excel in the body of the email it adds an apply to each step automatically. I'm trying to get the email set without adding the apply to each step. When that gets added i get sent an email for each line of the excel sheet not just the one line I'm editing What does the HTML table step do for the body of the email? What is the data in the output of the HTML table?

This flow is getting to confusing.. right now i have this.
and want to get it to this.
but when the approved or denied column is modified in the original document it sends and email to all lines on the excel sheet not just the one line that was editied.
My goal is to only have the row affected be emailed not all lines.
I think that apply to each that gets added is the problem but I cant link the answers from the excel without that step being automatically added.
GOAL:
1) Forms to Excel
2) I add approve or deny column to table outside of the forms responses
3) Once the approve or deny column gets modified in the onedrive excel from forms document an email gets sent with the information in that specific row only.
I want the approve deny column to act as a button to trigger an email for that specific forms response ONLY.
I know its confusing but please if anyone can help this has been troubling me for over a week!

You need to add a unique column such as ID for the Form as well as the Excel table, so that you will be able to get a single row from the table by ID instead of using the list rows and filter array actions. The purpose is to restrict all steps to a specific response or approval.
