Need help with copying file over to new folder

Currently I have a system in place where users will fill out a form on word and then upload said form to a document library. I then have a flow set up to update some information on the document after it is created and from there a folder is created in another library where this updated document is copied too so that other users can add any necessary documents along with the file so it's all in one place. The point of the original document library is so we can use the columns to sort and filter through the main documents without having a bunch of filler documents with them. I am running into an issue where the copied file does not have any of the updated information in it from the flow. I have tried adding delays before steps in case the flow was moving too fast, and I have also tried creating a new flow that triggers after the file is updated with the initial flow to then take the document and copy it over to the folder, however the copied file never has any of the updated information. Does anyone know a way to ensure the copied file will be the updated file? when I had the copy file step in the initial flow I tried using the identifier for the created file trigger and the update file properties step, but that didn't have any affect on the copied file.

Can you show us some screenshots of your flow, and where the error is happening? I understand it isn't bringing over all of the metadata from your copied document, but it's hard to know why.

These are the two flows that I have. the first three images are the first flow with the trigger being that a new file is created and then it gets the file contents creates a folder in the other library with the name of the folder as one of the columns in the original library, then it updates the file properties and finally sends an email with the updated file. After that there is the fourth image which is a simple flow that should trigger when the file is modified and it should then copy the modified file to the folder with the correct name, however it is not copying over the updated file it copies over the original version which I don't understand why. the update is very simple it is just taking the created by information and filling in a section called the Owner, which should be the person who made the document and uploaded it, because you cannot fill in information on a person/group column through quickparts on word so I figured it wouldn't be too big of a deal to have that update after the file is created.
