Query SharePoint list and meet set conditions

I am having trouble building a flow that works as follows:

I. Initially,

1. The flow is automatically triggered when a new MS Form is submitted.
2. Form data is saved in a SharePoint list.

•  The list has two useful columns to perform a query and set conditions when the two are queried ( Semesters, a choice column and EmployeeID)
• Semester1 =November 01-April 31 every year, and then it expires. Semester2=May 01-October 31 every year. When a record/item in the list match an EmployeeID from a new form submission within a semester, THEN that record is updated to the current date and the RequestStatus column displays "Has Requested Before" and the current semester should also be displayed automatically in the list, ELSE create a new Item and the RequestStatus column displays "New Request"

II.  Once the first objective has been met

1. Multi-level approvals are sent out to 3 approvers.
2. All approvers must approve for the request to be approved, ELSE it is Rejected.

You mentioned list match an EmployeeID from a new form submission within a semester. What's the value we need to compare for the semester? Is that semester collected from Forms?

@abm , Thanks for your question. The EmployeeID is an id from office 365 user manager and that will be my unique ID.

The above are the values the two variables are to be compared against. I hope I answered your question.
