Start flow on column change (or other alternative?)

So far I have a Sharepoint list rule set to "When status (option column) changes to Finished, send email to X person)". 
We are adding a new country to this app so there's going to be a conditional, if Country column is Italy, send email to XItalyPerson when Status column changes to Finished. 

I just leave this rule, Xperson is gonna receive a bunch of unnecesary emails and xItalyPerson won't receive any of the needed for their country...
So, can this be fixed with a Flow? I've never quite figure out how to trigger a flow when a column changes from something to another specific thing. Because if there's no aditional logic to the flow, the flow will triger everytime the list item is modified, and will result in many more unnecesary emails...

For this you can use a trigger condition. This allows you to set rules for when a flow should or shouldn't run: Get started with triggers - Power Automate | Microsoft Learn

For your case it would look some thing like this: 

@equals(triggerOutputs()?['body/Status/Value'],'Finished')

With this condition, the flow will only run if the Value of the Status column is "Finished".

In subsequent steps you can then retrieve the right person to send the email to, based on the selected country.

Mmm but this will still the trigger if example, user saves as "Finished", then realises he needs to update something, saves again. That will cause to trigger two times, no? This doesn't check for only when the change was made the 1st time to "Finished"?

That is correct indeed. The flow will trigger for any changes made after the status is changed to Finished. What you can do is to introduce a new Yes/No column called MailSent which gets set to Yes once a mail is sent. If you then add a trigger condition for that column to only trigger the flow if that column has a No value, any duplication of emails will be prevented.
