Hello,
I currently have the TemplateFill property of my home screen gallery set to If(ThisItem.IsSelected,LightBlue,White) and it is working as expected. As the user clicks from item to item in the gallery, the row is highlighted.
When the user submits a new request form they are automatically redirected back to the home screen gallery and a notification appears across the top that their item was successfully submitted. There is a bit of a visual disconnect as the item they just submitted is not highlighted, some other item is. Is there a way I can adjust my If formula to accommodate both of these needs?

Have you tried setting your Default property to yourEditForm.LastSubmit ?
EDIT: Responded before I saw your post to me.
If you are having issues with that then you are most likely dealing with the Attachments property that interferes with the Gallery items.
In which case, put this in your Default property of the Gallery:
Lookup(DropColumns(yourDataSource, "{Attachments}"), ID=yourEditForm.LastSubmit.ID)
And, change your Items property of the Gallery to the following (assuming you have no other filter on the Gallery):
DropColumns(yourDataSource, "{Attachments}")
That should give you what you want.

To recap, I entered the following formula into the Default property of the Gallery:

and the following formula into the Items property of the Gallery:

There are no errors, but when I submit a new form item and am taken back to the gallery, it is still highlighting the first item in the gallery versus the last submitted item. Can you think of any other properties that we need a formula for in order for this to work?

May seem odd, but put a Label control on the screen and set the Text property to :
LookUp(DropColumns('Tool Design Support Requests', "{Attachments}"), ID=frmNewRequest.LastSubmit.ID).ID
This is a test to ensure that you are actually getting an ID on the Lookup. If you submit a record, look at the number that will be displayed in this Label. Ensure that the ID number matches the ID number of the New record that is recorded in SharePoint.
Let's at least start with that. Setting Galleries is pretty straightforward, but once you use complex data types in the Gallery, things get a little nasty.
Do you have any Lookup Columns, Choice Columns or other Complex types in your SharePoint list? If so, you will most likely need to drop those columns as well as the Gallery Default matching gets totally screwed up with those types. Give it a simple list and it's a piece of cake.

Regarding the needs that you mentioned, I think a global variable could achieve your needs. Within your Edit form, set the OnSuccess property of the Edit form to following:
Set(CurrentRecord,Blank()); // add formula here
Set(CurrentRecord, EditForm1.LastSubmit); // add formula here
Back()
Set the Default property of Gallery to following:
CurrentRecord
Please try above solution, then check if the issue is solved.

Thank you for your advice. Unfortunately it didn't work, the first item in the gallery continues to be highlighted no matter what. Everyone on this thread has been so consistent with their guidance that I am quite sure the issue is on my side. Do you think we need to enter some conditional logic in the TemplateFill and/or Default properties of the Gallery? Gautham suggested the following formula. I tried to edit it a number of ways both with and without the variable, but wasn't successful. It's hard when you are new to Power Apps to get the syntax right. If you or Gautham think this is what we should try next, my SharePoint list name is 'Tool Design Support Requests', my form name is frmNewRequest. I called the variable HighlightRecord since I already have a varRecord variable in the app. It is set on the Gallery nav button and takes the user to the selected record on the Edit screen.

To recap the behavior I wish to achieve:
When the user first arrives on the home screen of the app where the gallery is located, the first item on the list should be highlighted. As they click on different row items, the selected item should be highlighted. When they complete a new form request and are automatically taken back to the gallery upon submission, the item they just submitted should be highlighted.
To confirm, I also tried Randy's suggestions, but didn't have luck there either. While I haven't disabled attachments in the SharePoint list, there are no attachment fields in any of my forms.
