How to create an app temple that creates it's own (excel) data table like budget tracker

I noticed at one point, I was able to get the MS sample budget tracker app to auto-create the excel sheet it needs to run. It created a folder called templates with a file containing the excel workbooks/tables it needs to run. 

Can someone tell me how that was done and point me in a direction of how to do that for my own powerapps?

I written a similar budget app that uses excel tables but I am finding the sharing of the application could be problemsome due to the excel locking out the sheet if it is in use and lack of auto key support if it shared with too many concurrent users.  To mitigate this, I would like each set of users to use their own excel sheet. Basically have smaller sets of users needing access to the sheet. This also has the benefit of each set of users not having to worry about the max number of rows limitation that a single excel file would have when used as a data source.

My ideal scenario would be for the app to know if the excel sheet already exists for a given user group and if not, create it. I would probably use  something like a dept number or user's manager's name to determine what sheet/location to use.

Is creating a template with self creating data tables something non MS developers can do?

Do you want to make your app as a template app, then let end users to choose location to create their own data table (Excel file) if the excel sheet does not exist?

Based on the issue that you mentioned, I afraid that there is no way to achieve your needs in PowerApps currently. If you would like this feature to be added in PowerApps, please submit an idea to PowerApps Ideas Forum:

As an alternative solution, you could consider create an app based on our Excel table data source, then share your app and Excel file to the end users.

how does the sample budget tracker app do this? Is this something only Microsoft can do or is there powerapp code using something like an excel connector?

Currently, within PowerApps, there is no direct way to achieve your needs in PowerApps. I think this functionality is related to develop in PowerApps template app.
