How to create multiple changeable number of signatures in PowerApps and PowerAutomate

I would like to ask a question if you have time.

I have a complex scenario. I have a form that included the supervisor and staff. I created two pages for them. After the supervisor submits it sends an email to staff who are in this task or work.  Also, I use Word populate function to collect their information from powerapps form. 

The main problem I am facing is, that the number of staff is changeable. sometimes the form can have 20  staff, sometimes it can have 2 staff. but as you know in the word populate function we need to specify image fields in the word document before.  

I want to learn your suggestions.

I put almost 50 image fields in the word document and I want to create something dynamic.  How can achieve it?

FYI: this application sends pdf documents including information and signatures to email addresses that are in the work and it also creates lists with names or it adds items to created lists.

I think I need it more clear.

there is a screen for the supervisor and when the supervisor submits the information page would open the signing process of the supervisor would be finished. On this screen, the supervisor had already selected teammates. and the app would send emails to selected staff. this is the first part of the app.

after getting an email, the team worker would click the link which is in the email.  then the form would open. it is the same as the supervisor's form but the screens are different. after clicking the staff page on the main page of the app, the staff page would open. on this screen, just two parts could be changeable. one is the name of the staff and the second one is sign and submit part.  after submitting this screen it would be closed.

The main issue is, not knowing how many staff would be in every task. the supervisor selects them from the active directory. and send an email to them to sign and submit.

after all of the staff sign and submit, the app collects all of these signatures on one page as a word document and convert it to a pdf file in order to send to all email address in this task.

I am stuck and having the struggle to create a logical expression for collecting signatures in one page from all staff. If I know the count of staff I can create the app specified above. But if it must be dynamic I am struggling to create logic.

I am very pleased to any suggestions or advice.
