I have created MS form along with few custom static field. Now my challenge is I want to fetch data from Data verse into MS form option set field. Can anyone please help me to find any other way? I don't want to use power apps license. With help of office 365 apps I can do anything.

You would need to create an automation with Power Automate to act as the data transfer. As the automation would include a premium connector (Dataverse), the appropriate licensing would need to be in place.

Unfortunately, you're not able to connect to Dataverse from a Microsoft Form. The option set in your Microsoft Form is hardcoded to the options you provide.
You can use Power Apps to achieve your goal, and connect to and store the data in a SharePoint list. This would give the functionality required and not require any additional licensing.

I understand your point that we can't able to do in MS form. As you said use power apps but power apps does require license to allow multiple users. I have lots of users who has only can access to office 365 not power apps or dataverse anything.

Power Apps is free for everyone to consume and use, as long as no premium services are being used (such as Dataverse).
Combining Power Apps with SharePoint is a very common use case to avoid needing additional licenses over and above Microsoft 365 subscriptions. The options needed for the form could be stored in a SharePoint list, or as a Choice column type within a list itself.
If for whatever reason this isn't an option, hardcoding the choice values to your Microsoft Form may be the best route.

I don't want to set static option set into MS form. I want to fetch data from data verse into MS form or PowerApps canvas app. So how can I do with office 365 apps only without any powerapps license.

If you don't want to have static options in Microsoft Forms, and you don't want to purchase Power Apps Premium licenses, your only real option is to store the data you need in a SharePoint list.
Alternatively, you can:
1. store the data in any other free data storage capacity, such as an Excel workbook, or
2. hardcode the static values into a canvas app by storing them in a collection.

You and your users can then use that in a Power Apps app, as part of existing licenses.
Out of interest, if you're trying to bring information from Dataverse, I assume you must be licensed? Or are you using a Developer environment?

Yes you can. As I've mentioned, connecting a Power Apps to SharePoint does not require any additional licensing. Many makers across the world have combined these since 2016 to build business applications 👍
There are many guides across YouTube and blogs to get started with building Power Apps with SharePoint. Please consider referring to content from Shane Young, Reza Dorrani or Matthew Devaney.
