I need to develop a form in power apps.
I have data from multiple reporting unit in excel, the user should be able to see or edit only the data for the RU in which he belongs.

ClearCollect isn't changing the way how the formula retrieves data. If it is displaying you all rows of data if you use
With({Filteredusers: Filter(users, usermail = User().Email)},
Filter(Salesdata,RU in Filteredusers.RU))
then it also must be the same with your in app collections.
Check for any typo errors you may have done, or check if there is matching data manually in the collections list.

Do you have 1 table or multiple tables in the excel file stored in OneDrive/SharePoint ?
Do you have the column that matches the person's name or some column which would be used to determine if he can edit this record?

Currently i have only one table with RU and sales data. I'm thinking of adding an extra column which is user email which i can use. But there can multiple user for a particular RU. What will be the best way to design it?

Even if multiple user can be with the same RU, you still can display it only to that group of users. But you have to have some kind of identity column, such as, Full name, Email address etc to be able to display only for these users the data you wish.

I want to use email address if the user. If there are multiple users, does it need to be stored in separate columns in the spreadsheet?

You'll need a table to store your RU, and a second table to store your users and to affiliate them to a RU.
Then in PowerApps, enable or disable the input if the record of user/RU exists in second table.
User can be stored as a "Person" column, or a "Single text" column works fine too if you only need the email.
I want to filter the data in the power apps forms. How I can do this in power apps if I have another table with user and ru mapping?
I wouldn't recommend using forms in PowerApps, they are clunky.
Instead, use "ClearCollect()", "Filter()", "LookUp()" and "Patch()" to read and update your database. And build your own form with labels, inputs and buttons.
Assuming you have a gallery displaying all your RUs from the 1st table, you can enable/disable the input with "IsBlank()" and "LookUp()" to check if in the 2nd table the user is affiliated to this RU.

You can have multiple users written in the same Excell cell.
Just have the data ready how you want it to look, send a sample over or a screenshot and I'll help you with the code.
