Packaging a PowerApp with Flow and SharePoint Lists

In the old days of SharePoint 2010, we often built "solutions" for users in SharePoint using lists, InfoPath and SharePoint Designer workflows. We could then save the site in which we did that as a template so it was relatively painless to roll out the same (or a similar) solution for someone else when the need arose. 

As wonderfully flexible as PowerApps and Flow are compared to InfoPath and SPD, it doesn't seem like there is a coordinated method for "packaging" a solution that contains a PowerApp, one or more related Flows, and the associated SharePoint lists. In theory (although I have to be successful at this), we should be able to - via Powershell and the PnP Provisioning process - create a template of the SharePoint site with all of the lists in tact. We can also package/export PowerApps apps and Flow...uh...flows and import them as new (or even use "Save as..." in PowerApps), but in neither of these cases can we also include the associated SharePoint lists. 

I know someone is going to say something snarky like: "for enterprise type stuff, you should be using [Visual Studio/Logic Apps/Azure Apps/some third-party product]". The truth is that these tools (SharePoint, PowerApps and Flow) have the sophistication to build really useful apps, even by people without years of coding experience and a PhD in computer science. They get us "power users" so far, but not quite all the way to a sustainable, reusable solution. It's really frustrating. 

So, to others in this situation, how have you handled it? To the Microsoft folks listening, is there something on the horizon that I'm not aware of that will address this glaring shortcoming in Office 365?

PowerApps and Flow are not designed especially for SharePoint, they could connect to a lot of cloud services and data sources you're already using, giving you the ability to quickly build apps that suit specific needs.
