No you don't need to have two environments for User 2.  AS long as User 2 has 2 per App licenses they could have all four apps in one Environment.  Seperating the apps to different environments is not a requirement.  But the per app licenses have to be attached to an app, so you couldn't use the same per app license for apps A and C even if they are related since they are in separate environments.  But if A, B, C, and D are in the same environment then you could license each pair for each user using 2 per app licenses.

The Per App license is assigned to an application. When the app is shared with a user the per app license is consumed.  If you have enough per app licenses you should be able to assign different licenses to different applications which can then be shared with the same user.  So yes, it should work.

according to this picture, is it possible if user 2 has app c in environment 1 ? so it shouldn't separate the environment @Pstork1

@AdhamFH Where is that image/table from?

I would be interested in getting some more context. I assume that App A and App B are related (serve the same 'business function', like a mobile and a desktop version of the same App, or user App and admin App). The same would go for App C and App D. Hence each 'pair' of Apps consuming 1 license per user (the 'per user' license actually allowing the use of two Apps as long as they are serving the same 'business function' - which, of course, is not confusing at all!).

@PaulD1@Pstork1  i got the picture from here

https://docs.microsoft.com/en-us/power-platform/admin/about-powerapps-perapp

let's assume app a,b,c,d are related. Per app plan allowing per user to use two apps in a single environment, what i want to question is, based on the picture, is it possible if user 2 have app c and app d in environment 1 so it shouldn't create another environment if user 2 have more than two apps

Environments are things that you (given sufficient permissions) create. Common usages are to have a Dev, Test and Prod environment or different environments for different company regions/countries if you want to broadly keep their operations separate.

If all the apps (a,b,c,d) are in the same environment, then a user with a single license should be able to use any pair (though the two apps should relate to the same 'specific business scenario', although how that is interpreted or enforced I do not know).

Hi @Pstork1

I have a question regarding the Per App license. What if I want to reassign the Per App license from one app to another, if they are in the same environment, when is the Per App license available to be used by another app? When I unshare or remote permission for the app from the user or when? If I have 3 premium apps in one environment and I want to remove the Per App license from first or second app and assign it to third app? This part is very unclear. I understand if the third app is in a new environment, I have to assign it to that environment and will lose license to all apps but what if they are in the same environment?

Unfortunately, I've never seen a way to remove a per app license that has been assigned to a user in an environment and re-assign it in another environment.  The only method I've seen that should free up the license is if the user it is assigned to is disabled and removed from the tenant.

@Pstork1 or we cancel subscription for the licenses. We had a situation with the app that needed to be used for 3 months every year so after this we removed the licenses from that environment and assign it to another environment where we store different app but my question is what if both apps are in the same environment, what needs to be done to free the license, is it enough to just remove permission from the app and share the other app with the user?
