I am using Microsoft 365 Business Standard license which comes with "Microsoft Power Apps Plan 2 Trial". However, I am pretty much able to do anything with it. Create apps, use premium connectors. I am confused now because we are now trying to create apps for business and if I should continue with this. I found the below licenses from PowerApps website. What does the below offer over the trial license?

I think that saying "the developer plan" you refer to "the power apps community plan". If so, you can develop your app inside this plan using all premium connectors you need, export it and import it to a licensed user account who can share it to all interested user in the tenant (of course if they have PowerApps licenses).
But, as @WarrenBelz highlighted twice in this topic, please consider developing your app based on SharePoint datasource and your efforts will be covered by Microsoft 365 licenses and of course app can be shared with everyone you want inside the organization (with Microsoft 365 license).
There are no separate "dev" and "user" plans - what plan everyone needs depends mainly on what connectors are required.
For instance if you can run on a SharePoint data source with "standard" connectors, then an E3 (Office365 Enterprise 3) licence will do the job for all users. You may already have this.
If you want premium connectors such as an SQL or CDS backend, then the $10/$40 per user Power Apps plans are required (generally on top of the E3).

A "standard" E3 licence allows running of Power Apps and Power Automate with "standard" connectors, allowing data source choices of Excel in OnDrive or (much better) SharePoint.
The two licences you note are $USD per user per month with $10 for one app (actually two) and $40 for unlimited, with both allowing access to premium connectors / data sources.
We run a substantial operation on E3 licences (SharePoint data).

The trial license is the same as the Per User license, however it only lasts for a short period (30 days that can be extended to 60 days), after which period you must purchase a license if you are going to be using Premium connectors/functionality.
Additionally, when you create an App using Premium connectors, everyone who accesses the App must also have a Premium-capable license (and if they will only be accessing one or two Apps then they can get the $10 Per App rather than the Per User, as @WarrenBelz mentioned above)

So if I am the developer and I am creating the apps and if I want to share it with other people, do others need the license as well? How does it works?

Yes anyone using Power Apps needs the appropriate licence for the app connectors.
You can share outside your organisation as long as the other user has a licence as described.

Sorry, you mean to say even if I want to share to my management team, then I have to get the license for the entire team to use the app?
In that case, which app is preferred?
The 10$ app or the 40$ app?
To use standard connectors, neither as an E3 licence is all you need.
The difference in the others is the amount of apps allowed. $10 will get you one (actually two I believe) and the $40 is unlimited.

Yes, if you create an app which use premium connector (like Sql Server, SAP, AzureBlobStorage, almost all known data-sources and much much more) ALL USERS (who use the app) have to have PowerApps licenses. The licenses are bought from Microsoft 365 Admin Center as add-on and are automatically allocated to user when you shared an app (with premium connector).
There are two kind of paid licenses PowerApps per user per app (10$/month) and PowerApps per user (40$/month), the main difference is the number of apps allowed to run ( 2 for per user per app license, unlimited for per user licence).
Also there is a Office 365 PowerApps license, included in almost all Office 365 package, working with standard connector.(see https://docs.microsoft.com/en-us/connectors/connector-reference/connector-reference-powerapps-co...

The only elaboration I would do on this is your comment almost all known data-sources and much much more, does not include SharePoint, which is "free" in so much that it is included in a standard E3 licence. We run a very substantial operation completely off SharePoint lists and Libraries on Canvas Apps and have not found any real impediment to doing what we need.
