I have created an app that process the data from Dataverse and the app is created by user A in a environment which is not a default one.
All the users in our tenant has O365 E5 license with Powerapp and CDS enabled. However, when user is trying to access the application it asks to enable the trial. When we try not to enable it, we get an error message as " user with object ID does not have a plan with sufficient policies to use premium APIs. Premium APIs used by the app: shared_commondataservice"
Licenses used :
User A (Who is the owner of app) - Microsoft Business Basic, Power Automate Per User Plan.
All other users - Office 365 E5 license
Can someone help me here ?

After lot of discussions and research, when you use an PowerApp which has a backend as Dataverse or connected to Dataverse in anyway. Each and every user should have PowerApps per app plan or Per user plan.
I moved the functionalities to MS List now.
That's a very true fact about licensing...!
As per my discussion, any user who wants to use powerapp which uses Dataverse as the data source should have an PowerApp per user plan or Per app plan assigned to them.
I ended up using MS List for my requirement, although it wasn't a perfect fit. I think it doesn't make sense to pay extra for powerapp license.

We are in fact using Dataverse and at this point we may be too far in to pull out of it.
We also use some On-Prem gateways, various custom connectors, and many flows with premium connectors.
Today we had a user get that error that started this thread and one that I have never seen before.

I removed the E5 and enabled the E3 and instantly user is able to get in.....
how does that make any sense...? no clue.
its the Fog of Licensing.
We are at a corp level and cant even get straight answers from MS reps on what we need to buy to ensure we are good. Simply, no one knows...
That's confusing for me as well now...!
Initially MS reps told that it should work, and afterawhile they confirmed it will not work and needs an separate license.
Let's hope someday MS explains it in a clear way 😉
the confusion continues;
in my particular case that juggle between E3 and E5 only worked on two patients.
The issue continues with average 2 new users encountering this issue weekly for us.
All staff are either using E3 or E5 and I know see that we also have-
"Microsoft Power Apps Plan 2 Trial"
The fix this week has been to log user out of all sessions, disable that trial license, save changes and then re-enable that trial license.
Makes Zero sense as our E5 licensed users have "Microsoft Power Apps Plan 3"
and more mass confusion as "PowerApps Plan" licensing no longer exists according to Microsoft docs......
Facing this challenge, and trying to understand the value of investing in an environment to develop apps in the first place.
Has anyone been able to use any meaningful database that can handle large data sets without having a premium connector. MS List is way too buggy when trying to do search, submission and modifications. Both MS Lists & Excel have limitations on row count and even some of the PA functionality stops at an even lower row count.
Any help on alternate ways to work with PA without premium connectors that can handle large data sets would be super helpful!!
