Sending Email to multiple recipients on selection from the selected dropdown list

Attachment has been added by me after learning how to send it to the email recipients.Its okay,we can ignore attachment portion here(It was just doing me the trial demo whether it works or not)

I want to send email to some predefined recipients on basis of selecting department.You suggested me to use SP list,right?

If i create a list Staffemail in the SP,how to concat the list in the sendEmail button so that if i select one department from the dropdown,it would send email to those particular person,when select another department,send email to another person.

you need to add the Office365 connector and you the following   

Office365.SendEmail(
Concat(
ComboBox2.SelectedItems,
Mail,
", "
),
Subject,
Message
) ;

ComboBox2.SelectedItems is the email Combobox.

Could you please share a bit more about the data structure of your Staffemail List?

Do you add a Person type field (Single selection) to store these recipients, and a Choice type column to store these Departments?

Based on the needs that you mentioned, I think Filter function and Concat function could achieve your needs. Firstly, you need to add a Person type field (Single selection) to store these recipients, and a Choice type column to store these Departments. Then within your Staffemail  SP List, create one record for each recipient with specific department.

Within your canvas app, add your Staffemail List as data source, then add a Dropdown box, set the Items property to following:

Choices(Staffemail.DepartmentField)

Then you could modify your send email formula as below:

Office365Outlook.SendEmail(
                           Concat( 
                                  Filter(Staffemail, DepartmentField.Value = DepartmentDropdown.Selected.Value),
                                  PersonField.Email & ";"
                           ),
                           "Type Subject Text Here",
                           "Type Email Body Message Here"
)

Please consider take a try with above solution, then check if the issue is solved.

Are the email1, email2 and email3 all Text type column in your SP List?

set the Items property of the areadrop_1 Dropdown box to following:

Choices(StaffEmails.AreaApp)

Then you could modify your send email formula as below:

Office365Outlook.SendEmail(
                           Concat( 
                                  Filter(StaffEmails, AreaApp.Value = areadrop_1.Selected.Value),
                                  email1 & ";" & email2 & ";" & email3 & ";"
                           ),
                           "Type Subject Text Here",
                           "Type Email Body Message Here"
)

Note: I assume the email1, email2 and email3 are all Text type columns in your SP List
