Any use of Dataverse requires a license. You can try re-writing the app storing the data in SharePoint which is covered by a standard license. However, it can be difficult to get the premium designation to change back to standard even if you remove the premium connections. You may have to start over without using Dataverse to get it to standard.
I assume those users have regular Office 365 based licenses for Power Apps. The problem is that you've used some of the tables from your CRM environment. Those tables are stored in Dataverse which is a Premium connector. You are covered by your CRM license, but users who don't have that will require either a per app or per user Power Apps license.
Thank you so much you are 100% correct, by per app I'm assuming you mean grant permission from power apps? i have already shared my app with everyone via powerapps but still the same issue, also Power Apps licenses , something we have to buy separately ?
The per app license is a less expensive license that only covers one app per user. It is automatically assigned from a pool when an unlicensed user runs the app the first time after it is shared with them. About Power Apps per app plans - Power Platform | Microsoft Docs
The per user license is a bit more expensive but covers an unlimited number of apps.

having a similar problem here. after publishing a new version I am told that this now requires PRemium licensing. but my connectors just are sharepoing user connections, 0365 user connections and notifications. nothing else. what else could be the issue here?

The challenge is open to all Power Platform (Power Apps, Power Automate, Copilot Studio & Power Pages) community members. We invite you to participate in a quest to provide solutions in the Forums to as many questions as you can. Answers can be provided in all the communities.
