how to compare values of column from 2 sharepoint list

I have two sharepoint lists named-PROJECT1 and PROJECT2. PROJECT 1 has column named TYPE. PROJECT2 has column named Res_Dept. I need to check if these 2 columns from 2 lists consist of value "PSCC". If yes, then I need to do some action.

How should I do it?

PROJECT1 list

 Please help write the logic using if function.

Filter the datasource to get all records showing for PSCC then action based on the filtered list.

1. Create a relationship between both lists using one to one , one to many, many to one  or  many to many
2. Use Lookup  to compare both the columns from different lists and return the required values

3. if the returned value contains the match value, process with action else not

We have already written code in display mode to enable rows of gallery in sequence one after the other only after completion of each step. So aim is to show all rows but for few type PSCC,it should be enabled.I don't think filter will work. Please help with other options.
