what licenses are required for CoE setup?

Hi, We have a per-user license. does that satisfy to the installation of the CoE?

Here are the licensing requirements for the COE.  Per user licenses for anyone interacting with the COE are sufficient. From: Set up the CoE Starter Kit - Power Platform | Microsoft Docs

Licenses

• A Microsoft 365 license is required to use Office 365 connectors like Outlook, SharePoint and Groups.
• If you are using the CoE Starter Kit in Production environment with a Dataverse, premium licenses are required for all users interacting with the CoE Starter Kit. Depending on what components you will use, your organization size and the existing licenses available in your organization, you will require either a Power Apps per user or per app or Power Automate per user or per flow license or a combination of these licenses.
• If you are using the CoE Starter Kit in a Dataverse for Teams environment, a Power Automate per user license will be required for the admin running the sync flows. No additional licenses will be required for users interacting with any of the canvas apps.

You will need the following for each part;

1. Center of Excellence – Core Components

Requirement: User(s) will require a Per User license, as well as Global or Power Platform Admin permissions

2. Center of Excellence – Governance Components

License Requirement: Makers participating in the audit and compliance workflows will need a Per App or Per User License.

3. Center of Excellence – Nurture Components

License Requirement: Anyone in CoE community will need a Per App or Per User License.

I don't believe you need any special licenses to download and install.

Thanks a lot for your response. I'm planning to create a sandbox environment for CoE setup. So, per-user license would be sufficient. Do I need an E5 license or anything like that?

I'm pretty much new to power apps, please correct me if I'm wrong.

E5 would be an Office 365 license, not a per user license.  The documentation would be referring to a regular Power Apps Per user license instead of an Office 365 "Seeded" license.  There is no specific level of Office 365 license required.
