The below article explains how to construct OneDrive URLs from email address

if you could run the PS script and based on email address, it gives the one drive URL. 

Please note that when a link is shared, there are different permission types. 

1) share with users inside organization

2) share with the particular user

3) share with anyone

4) Share with existing access

When interacting with files, it would be recommended to have the read / contribute rights at the root level. It can be done by appending /_layouts/15/user.aspx at the end of the One drive URL. for instance if my email id is vinaya@contoso.com then the one drive URL permission page would be at 

https://contoso-my.sharepoint.com/personal/vinaya_contoso_onmicrosoft_com/_layouts/15/user.aspx

Thanks I made progress but encountered error

'DLP Default Environment', which restricts 
the use of business connector 
'shared_sharepointonline' with non- 
business connector 
'shared_cognitiveservicescomputervision'.

Difference from your example are these extra paths; do they:

1.  cause error
2.   restrict share to my selected folder ? ORaccess all folders of my OneCloud?

The issue here is that you are trying to use Business connector and non-business connector in the design which is not allowed as per the DLP policy implemented by your Global Admin or Power Platform admin. There are 2 options either find a workaround and remove the OCR from your flow or work with global admin and try adding OCR images action as business connector.

Thanks Vinay for prompt response. Does this mean OneCloud Business shared link cannot be a Sharepoint Business link without global admin approval? Where to find information to explain why   automation needs global admin approval when I can extract text either by OneNote and/or Adobe Export to Word/Spreadsheet?
