using oData filter on Sharepoint Lookup column field

I have a situation where I am trying to pull a list of emails depending on a condition in a record that is entered into a SharePoint list.  This main list has a key column that looks up a parent department and stores its ID.  In a separate list, I have a list of people who are contacts for that department.  In that person list the lookup is to the department list (a third list) and this lookup column can have one or MORE department IDs stored.  So Bob can be a contact for Dept 1, 4, 7 and Sue can be a contact of just Dept 4.  This Person list also has their email address.

The new record entered into the main list (from a Power App) is the trigger and it does get the department ID that was saved.  This main record only has ONE dept ID, it cannot be multiple.  What I am trying to do is to get a list of contacts from the persons list where the dept ID is IN the DeptID field.  So if the dept entered is 1, only Bob's email would be returned.  If the dept entered is 4, then both Bob and Sue email would be returned (then I need to figure out how to concat the email separated by a semi colon, but that is a different matter).

Is there a way to do this?  I tried using oData filter, but I am not seeing an IN operator.

@CMSGuy there is no IN in filter queries you have just eq ne gt ge lt le (equal to, not equal to, greater than, greater than or equal to, less than, less than or equal to).

If I were to do eq DeptID would it work?  I can try it and see.
