Any idea when Power Per App consumption report will be available?

I have two clients who have purchased 200 and 400 Power Apps Per app licenses respectively on the new $3 a license discount offer. I am working with them on governance and administration plan. Unfortunately it is very difficult to assign Per App licenses presently because there is no per user consumption report available. The Microsoft Docs page "About Power Apps Per app plans" states "The consumption reporting for the per app license is a work in progress. Please check back for more details once the reporting is launched." However, this has been promised as coming soon since summer 2020. In addition, this page shows out-of-date screenshots and does not mention the important fact that users must have Environment Maker (in environments without a CDS database) or System Administrator (in environments with a CDS database) in order to see data when using a Per App license.

To make matters worse, extensive testing I did this weekend revealed a lot of inconsistency when assigning Per App licenses. Here are my testing results.

  • The “Auto assign per app licenses” setting seems to make no difference whether it is Yes or No since per app licenses are assigned in either case.
  • Environments without Dataverse database must make per app licensees Environment Makers in order for them to see data.
  • Environments with a Dataverse database must give per app licensees System Administrator role in order for them to see data.
  • It is possible for more users to be able to access apps than the environment is licensed for.
  • The appearance of the licensing message is arbitrary. Sometimes it appears when it should, other times it doesn’t.
  • Moving licenses from one environment to another does not work properly. In an over 24-period, test users were able to access apps in both environments, when only one had the licenses assigned to it. It seems like the licensing has “a memory” and doesn’t recognize when the licenses are removed from an environment, at least not over a 24-hour period.
  • It appears that the licensing of Power Apps per app licenses is in a state of flux. The licenses can be used, but there is no consistency as to how they are applied.

It is REALLY difficult to try to manage hundreds of licenses without knowing WHOM they are assigned to. Especially if you use Azure Activity Directory groups to add licenses. Since users are added and removed from AAD groups frequently you need to keep spreadsheets of the names in the AAD groups so you can keep a count of how many names are in them and then match that up with the number of Per App licenses you have assigned to a particular environment!

The lack of a report in Power Platform Admin Center or even a PowerShell command that will list users who have been assigned Per App licenses per environment is now becoming very critical given that companies are purchasing large numbers of Per App licenses on the discount program.

I have contacted support and am not getting any answers. DOES ANYBODY HAVE ANY IDEA WHEN REPORTING WILL BE AVAILABLE? I need to tell my clients SOMETHING.

Hi @kbirstein1,

Have you tried checking with your local Microsoft customer success representative? They should be able to provide a better ETA, or at least find out a little more info about that, or can always try to submit a Microsoft Support ticket at: https://admin.powerplatform.microsoft.com/support

You can try to come up with that analytics yourself using the PowerShell cmdlets: https://docs.microsoft.com/power-platform/admin/powerapps-powershell

  1. In short, loop through all the apps: Get-AdminPowerApp
  2. Get the roles and user assigned per app: Get-AdminPowerAppRoleAssignment
  3. Push the data to a custom table (or any other source) with New-CrmRecord: https://github.com/seanmcne/Microsoft.Xrm.Data.PowerShell

Hope this helps!
