Help with licensing for developer (per user or per app license)

We are a team of 2 developer who are assigned to create a power app on behalf of an external company. We have previously created one app as developers in a customer company's tenant and the customer provided us the login details to the customers tenant back then. 

The application is going to be a model-driven app with only dataverse connection.

We are aware that the users of the application are going to need a per app or per users license (per app in this case since the users will only be using this app), but we would like to develop the app with lifecycle management and have at least two production environments created for this purpose (Development / testing environment and then the Production environment). 

My question is, does this require the customer to also get per user licenses for us, or is it enough if the customer only gets per app licenses and we are able to create multiple environments for this app with that license? Help is much appreciated, thank you!

I would suggest using Developer environments for everything other than actual production.  Using a Developer environment (Developer plan) you will have access to all the premium connectors without needing to buy additional licensing. Its only after you deploy it in production that users will need licenses.  You can read about the Developer plan here:  About the Power Apps Developer Plan - Power Platform | Microsoft Learn

Since per app licenses are assigned to a specific environment if you go that route you would need a per app license for each of you for each environment.

Thank you, we will consider going with the developer plan. If the client has already created a tenant where the work should be done, can we join this tenant with our developer plan accounts and create the dev and test environment there or is the developer plan meant to run on its own tenant and then when the development and testing is done we can simply export the solution and import to the tenant and environment that we want?

The developer plan is tied to the login for the particular tenant.  So you can't take a developer plan based in your tenant and connect it directly to the client.  If you have an internal login in the client's tenant you can have a developer plan there also based off that login.  YOu just need to create one or more developer environments in that tenant.

I still seem to have some sort of issue accessing the dataverse and creating a table. I have attached the developer plan to my account and also we have created a development environment and all worked well, but I still do not seem to have access to dataverse?

Nevermind, I changed the browser and now everything seems to work 🙂
