I had created one new PowerApps portal project but after creating it I am not able to see Portal Management which was supposed to create automatically once I created Portal app
How can I create new templates , add site settings , add new page templates now if Portal Management is not available?

This is from the official docs.
You must have the System Administrator role in Dataverse to create a portal. You must also have the Access Mode set to Read-Write under Client Access License (CAL) Information in the user record.
From memory I remember you should have environment maker or system customizer role.

Once you created the portal. Did you receive the confirmation in your email stating that portal is provisioned successfully.
Alternatively you can log in to azure and go to app registrations under my owned application you can see the provisioned app with the name of "Microsoft CRM portal".
If you can see that then portal management will appear definitely. Try a hard refresh.
Plan B:
Creating templates and settings will be overwhelming. The best way would be to go to administration of the app and reset it. Then you can recreate it.

Double check that you installed it into an instance/environment that is not the Default (the blank portal can install into both) - in the make.powerapps the environment selector is in the top right hand side of the banner at the top and often is defaulted to the default environment.
(in the make.powerapps.com look under Apps for the Portal Management model driven app switch the environments in the banner to see if it is under a different environment)

a) is the portal provisioned (you should see a notification in make.powerapps.com)? note: it can take several hours for the Portal to provision.
b) have you logged into the instance and have you refreshed the browser <ctrl><f5>
c) have you looked for the app in both the instance and also from make.powerapps.com (for make. under the Apps item in the left hand menu - checking the environment selector is set to the correct environment)
Give us some screen shots of where you are looking etc

Done hard refresh many time , even tried with deleting portal creating new one also
This environment is not created by me , I jus gained access to environment and created project
May be this is the access level issue? that environment maker or admin can only see Portal Management app?

We invite you to participate in a quest to provide solutions to as many questions as you can. Answers can be provided in all the communities. Entry Period: This Challenge will consist of four weekly Entry Periods as follows (each an “Entry Period”) - 12:00 a.m. PT on June 17, 2024 – 11:59 p.m. PT on June 23, 2024 - 12:00 a.m. PT on June 24, 2024 – 11:59 p.m. PT on June 30, 2024 - 12:00 a.m. PT on July 1, 2024 – 11:59 p.m. PT on July 7, 2024 - 12:00 a.m. PT on July 8, 2024 – 11:59 p.m. PT on July 14, 2024 Entries will be eligible for the Entry Period in which they are received and will not carryover to subsequent weekly entry periods. You must enter into each weekly Entry Period separately. How to Enter: We invite you to participate in a quest to provide "Accepted Solutions" to as many questions as you can. Answers can be provided in all the communities.
