PowerApps Portals License Structure from a Small Company perspective

Hey Microsoft,

I really hope Satya reads this feedback. l hope the team is doing well. The intent of this thread is to highlight the need of restructuring the actual license model for PowerApps Portals and PowerApps P1 a P2 licenses due to the lack of use (not create) in P1 license. I work for a very small construction and development company in the Dominican Republic with 4 employees. I have been using Office 365 from the start even in the previous company I worked for. While now I work for my own (CEO) I find myself like before, developing all the tools needed for my team to work and operate efficiently and effectively.

I am now making the transition into PowerApps from other market solutions to manage everything with Microsoft. While the objetive of Microsoft is to empower citizen developers to develop apps for their business, I don't see this possible with the current license structure Microsoft has. I even found myself surprised Microsoft came up with this type of structure (although better than before). I found that small business like mine would never have access to PowerApps true benefits like Portals and even model driven apps due to the high cost it presents right now with the current pricing structure. While I understand that Microsoft needs to make money, I also understand that right now this pricing structure can only be paid by big companies.

To give you some numbers: we have about 7 clients, 3 subcontractors, 10 sales partners (brokers). While we intent to keep growing, at our current situation it would be impossible for us to invest in a PowerApps Portals because $100 it is impossible for us to invest that amount per month or $X per year on providing that type of solution, nevertheless doesn't really does the job since we need the authenticated user solution but we would need to pay for both regardless if it's used or not. This is where I found it wrong especially for a small business like ours, while I think its good for Microsoft to charge per logins and per authenticated user, it should be one time payment or yearly basis for X amount of logins or authenticated users. Some sort of quota on the amount of users we can provide access to our portals. Another option is a much lower tiers for the current structure that the price per login o per authenticated user is much much lower. Maybe $0.15/authenticated user or something. Where I would pay $20 dollars to provide such tools to my partners per month and as the business grows, my bills grows but not a flat rate for something that it's impossible for me to use.

Please review this!!! I want to be a citizen developer but I can't at this expense.
